Man receives life sentence for murder of Baltimore tech CEO Pava LaPere


In 2023, Jason Billingsley was sentenced to three life sentences for the murder of tech entrepreneur Pava LaPere, as well as the rape of another woman and attempted murder of her and her male friend. LaPere was reported missing by co-workers and later found dead on the roof of her apartment building. Surveillance footage showed Billingsley entering the building with her. Billingsley had been released early from prison on a sexual assault conviction before committing these crimes. In response to the case, Maryland passed the Pava Marie LaPere Act, eliminating early release credits for first-degree sex offenders.

At a news conference, State’s Attorney Ivan J. Bates stated that Billingsley should never see the light of day again. The victim, April Hurley, who survived the attack, spoke about her ongoing trauma and fear following the incident. LaPere’s family expressed their ongoing pain and loss, emphasizing the impact Pava would have had on the world through her work as CEO of EcoMap Technologies.

Billingsley’s sentences include two consecutive life terms for the murder and attempted murder charges, served back-to-back. The third life sentence is for the sexual assault and is to be served concurrently. Bates noted that Billingsley also has parole violations. Both the surviving victim and LaPere’s family called for similar laws in other states to prevent early release for first-degree sex offenders.
