Putin arrives in Mongolia without being arrested


Russian President Vladimir Putin faced calls for his arrest as he visited Mongolia on his first official visit. The ICC issued an arrest warrant for him nearly 18 months ago on charges of war crimes in Ukraine. Despite this, he was warmly welcomed in Mongolia, sparking controversy as to why the president did not personally greet him. The visit coincides with a wartime victory ceremony.

Ukraine and the EU have urged Mongolia to fulfill its obligations to the ICC and arrest Putin. The EU emphasized the need for cooperation with the court, while Putin’s spokesperson downplayed concerns. The ICC lacks enforcement mechanisms, but member states are obligated to detain suspects with arrest warrants.

Putin has avoided ICC member states since the warrant was issued. The Kremlin dismissed the warrant, citing Russia’s non-party status. Tensions arose with Moscow over Armenia’s decision to join the ICC, with assurances that Putin would not be arrested there. Mongolia, a state party to the ICC, must cooperate with the court according to ICC spokesperson Fadi El Abdallah.

Mongolia’s reliance on Russia for fuel and China for investment adds complexity, as exhibited by the warm welcome extended to Putin. The Middle East issue has also affected the ICC’s reputation, further complicating Putin’s situation. Overall, the situation highlights the challenges faced by the ICC in enforcing international law.
