Small-town sheriff accused of slaying judge may have been motivated by sex scandal, say cops

The shocking murder of Kentucky Judge Kevin Mullins, allegedly by his longtime friend and Letcher County Sheriff Shawn “Micky” Stines, is under investigation as a possible sex scandal, according to authorities. The incident occurred on September 19 when Stines walked into Mullins’ courtroom and shot him eight times, following a lunch meeting between the two friends earlier in the day.

Surveillance footage in the chambers showed the men exchanging cellphones and looking at something on them before the shooting took place. The Kentucky State Police are analyzing the cell phones as part of their investigation. Additionally, Stines had been deposed in a lawsuit filed by two women, one of whom claimed that a deputy had forced her to have sex in Mullins’ chambers over several months.

The deputy, Ben Fields, later pleaded guilty to rape, sodomy, perjury, and tampering with a prisoner monitoring device. Stines reportedly fired Fields for “conduct unbecoming” after the lawsuit was filed in 2022. The motive behind Mullins’ murder is still under investigation, with the authorities not ruling out a possible sex scandal.

Mullins and Stines had been friends for 20 years and worked together on drug addiction and recovery projects in the region. Stines pleaded not guilty to first-degree murder and came out of the courtroom with his hands up after the shooting. The small town of Whitesburg, home to around 1,700 residents, has been shaken by the tragic events unfolding at the Letcher County Courthouse.
